Earlier this year, in January 2023, the Biden Administration’s White House Council on Environmental Quality (CEQ) released updated Guidance on Consideration of Greenhouse Gas Emissions and Climate Change to “help Federal agencies better assess and disclose climate impacts as they conduct environmental reviews, delivering more certainty and efficiency in the permitting process for clean energy and other infrastructure projects.” In response to the updated Guidance, a national working group of high-level urban and environmental development organizations have issued detailed comments to call for stronger leadership and direction from the transportation sector in achieving the US’ urgent greenhouse gas (GHG) reduction targets.
